Tamil Nadu's TVK government, led by Chief Minister C. Joseph Vijay, has officially released a White Paper outlining the state's financial position. Tamil Nadu Finance Minister Marie Wilson presented the report, highlighting concerns over the state's rising debt burden. According to the White Paper, Tamil Nadu's revenue deficit has reached a historic high of ₹78,324 crore, while the fiscal deficit stands at ₹1.33 lakh crore. Based on the figures released by the government, several reports suggest that the state's financial position is at its weakest point compared past five years. The report further notes that public debt has been growing at a faster pace than capital expenditure, indicating that a significant portion of borrowing has been used to meet day-to-day expenses rather than create productive assets. The White Paper also points out that Tamil Nadu's State's Own Tax Revenue as a percentage of GSDP has declined to 5.45 percent. Political observers argue that the release of the White Paper could reassessment of welfare schemes and policy commitments announced by the TVK government, given the fiscal challenges highlighted in the report. The White Paper is also seen by the ruling government as an effort to highlight financial challenges inherited from the previous DMK administration. However, the DMK has strongly rejected these claims, describing the document as a black Paper.
