Vikist Bharat Viksit Assam by Vibrant Village Programme-II

Today, Union Home Minister Amit Shah launched the Vibrant Village Programme-II in the Cachar District of Assam Today. This programme focuses mainly on improving border villages and will create more sustainable livelihood opportunities. The programme will secure border communities in alignment with the vision of Viksit Bharat 2047. This scheme is implemented among 15 States and 2 Union Territories via a saturation-based and convergence driven approach across the country. This programme reminds that village residents are also a main part of the nation and therefore security increases highly. If we look at the crime rate trends in Assam then it is observed that the crime rate dropped from 349 per lakh population in 2020 to 139 in 2024. But, few areas of Assam such as Karimganj, Dhubri, South Salmara, and Cachar, are found to be more critical regarding border security. These areas acted as a primary point for detecting illegal infiltration. Previous cases witnessed crime rate impacting on Assam’s growth. These cases are: Khanduli Border Clash (October, 2025), Bangladesh Infiltrator Pushback (2024-25), (Goalpara Armed Gang Encounter, September, 2025), (Maikhuli Border Tension-January, 2026) and much more. This is the reason why Vibrant Villages Programme-II (VVP-II) is important in 2026. Under this programme, the most important element is the "Eyes and Ears" Initiative. This initiative aims that the local residents will be serving as the baseline of defense. They will be acting as the "Eyes and Ears" of Border Guarding Forces (BGFs). If any local residents found any kind of suspicious activities such as illegal migration and infiltration then they would immediately report to the Border Guarding Forces (BGFs). Therefore, Vibrant Village Programme-II represents a long-term strategy to transform vulnerable frontier regions into secure, self-sustaining growth zones.
